The project aimed to support implementation of the Urban Water Supply ADB Loan Project in three cities in Uzbekistan by: (a) strengthening water sector institutions at Central, City and Local levels by imparting new approaches to market principles of service delivery, design and costing standards, community-based approaches, financial management, tariff setting and collection; (b) improving the capacity of local training institutions to deliver training for planning, operation and maintenance of water supply systems; and, (c) establishing systems for involving NGOs/CBOs to undertake action under the Project.
 
IKS Consulting provided: (i) Policy preparation and strategy formulation; (ii) TA on organisational and HRD issues; (iii) Training – on all relevant technical issues and including formal and informal approaches and preparation of 6 technical manuals (in English, Russian and Uzbek) covering operational and financial aspects of water supply, 16 training workshops/seminars; (iv) Financial analysis including: accounting, project management, tariff analysis, loan disbursement arrangements, cash flows; (v) Engineering and technical issues and procurement; (vi) Community-based involvement in service planning and supply.
