BRIEF DESCRIPTION:
The purpose of the Project was to (i) review and define the objectives, scope and components of the Project; (ii) determine the Project’s organizational, technical, financial feasibility; (iii) develop the Project budget, cost estimates and flow of funds mechanism; (iv) confirm Project implementation arrangements; and (v) undertake policy dialogue. The consultants needed to find a rationale of supporting the condominiums (TSJs) in improving water service delivery (primarily cold and hot water) and reducing leakage and wastage within apartment buildings in the cities of Djizzak, Gulistan and Karshi. Specifically the focus was those buildings whose residents are predominantly poor and where improved service delivery and assistance with maintaining internal plumbing fittings enables residents to control water consumption. A corollary will be the generation of limited employment by training and equipping those persons able to provide a local plumbers service to the communities. A further objective was to support of the existing ADB funded Urban Water Supply Project and, together with that project, to raise public awareness of the need and benefits for water conservation. Grant for $1.5 million was approved by ADB/JFPR, and Uzbek Communal Services Agency was appointed as an Executing Agency to implement the project. |
