BRIEF DESCRIPTION:
The PPTA objective is to prepare a project that helps the Government improve sector efficiency to meet the transportation needs of the national economy and international traffic. The PPTA was aimed to continue ADB’s support for sound sector policy to facilitate market-based transport management and operations. The Project scope includes the development of the feasibility study for a railway development project suitable for external financing. The PPTA also directed to support the enterprise reforms and restructuring of Uzbek State Railway Company (UTY) and assess the opportunities to promote good governance in operations, and procedures to enhance UTY’s efficiency and help to achieve financial self-sufficiency in a market environment. The PPTA leads to the ADB Loan at the amount of 30 million USD as it is earmarked in the Uzbekistan Country Strategy Program for 2005.

The IKS Consulting consultants team has carried out the following tasks:

  • Review the operational performance;
  • Review and update the UTY’s capital asset investment program;
  • Review the organizational arrangements;
  • Review the demand for railway transport and preparation of the traffic forecast;
  • Assess the development impact of the Project;
  • Conduct pre-screening analysis;
  • Review and analyzed the financial performance of UTY;
  • Review the status of implementation of reforms and restructuring;
  • Identify institutional and reform measures;
  • Prepare and IEE and summary IEE reports;
  • Conduct screening and ISA;
  • Review Government’s policy, strategy and programs for poverty reduction and regional development.
