BRIEF DESCRIPTION:
The given TA is a logical continuation of ADB’s
Off-grid Renewable Energy Development technical assistance for the Government of Uzbekistan. The main objective of current TA is to support economic development in the rural areas of, Andijan, Ferghana, and Samarkand regions by providing reliable and environmentally clean energy. The project preparatory TA outcome will be an agreement with MAWR and the Government on the Loan Project’s design, a detailed feasibility report, and the implementation arrangements for the Loan Project.
IKS Consulting team of experts in collaboration with international specialists is responsible for performing of the following key activities:

growth and electricity demand analysis by region and assessment of a least-cost option for addressing the imbalance between demand and supply in the project area;

problem tree and the initial project design and monitoring framework preparation;

technical pre-feasibility study review and technical design and feasibility reports optimization and upgrade;

stakeholder workshops performance;
-
completion of the baseline survey;
-
social, poverty, ethnic minority, and gender assessments;
-
preparation of draft bid documents in line with ADB guidelines and recommendation of measures for strengthening the management of project implementation;

financial, economic, and institutional analyses;
-
summary initial environmental examination completion;
-
assessment of the potential for reducing carbon emissions under the Clean Development Mechanism;
-
finalization of the project design and monitoring framework;
-
assessment of the financial management capabilities of the project implementing agency.
