BRIEF DESCRIPTION:
The TA helped to promote private sector growth by creating a better enabling environment to promote development of a more competitive and healthy enterprise sector that better protects consumers. To achieve this goal, the TA (i) helps the Government develop a comprehensive strategy for promoting competition, (ii) supports incorporation of behaviour-based regulation into the legal and regulatory framework and enhances the ability of Committee for Demonopolisation and Competition Development to evaluate anticompetitive behaviour and proposed mergers, and (iii) develops recommendations for regulating natural monopolies.

The Team of IKS Consulting consultants participated in carrying out the following tasks:

  • review of the institutional and policy framework for regulating competition, including the role of other government agencies, holding companies/PTAs, and mergers and acquisitions;
  • identification of policy, regulatory and institutional reforms that need to be introduced to promote competition in pricing, acquisition of shares, and mergers;
  • evaluation of the economic impact of Executing Agency’s demonopolisation program;
  • development of the strategy to regulate natural monopolies;
  • preparation of the matrix of sequenced policy recommendations to regulate natural monopolies.
