BRIEF DESCRIPTION:

The objective of the assignment was to supplement the study carried out in the frame of ADB’s technical assistance for the Republic of Uzbekistan Land Improvement Project by assessing the financial capacity of the Ministry of Agriculture and Water Resources of Uzbekistan to perform forthcoming Loan and to review Uzbekistan’s Country Diagnostic Assessment. The main purpose of the project preparatory TA was to assist the Government to formulate and carry out a feasibility study for the Land Improvement Project aimed at stopping the worsening of land degradation and restoring land quality/productivity. It is envisaged that the project will increase agricultural productivity and provide farmers with opportunities for sustained and increased incomes

The financial analysis team of IKS Consulting has carried out the following tasks:

  • Revise the shortcomings associated with cost estimates and financing plan developed in the project Feasibility Study and provide necessary recommendations on their further improvement;
  • Review and update of country diagnostic studies completed by international financial institutions;
  • Assessment of the financial management capability of Ministry of Agriculture and Water Resources (MAWR), including review and analyses of internal audit arrangements, external audit reports, accounting policies, budgeting and procurement systems;
  • Analyses of financial statements of the state companies under MAWR for the last three years, and forecasting for the subsequent two years.
