Objectives and Scope
The project will address the rapidly worsening and expanding land degradation in nine districts in Bukhara, Kashkadarya and Navoi provinces, for a total of 162,300 hectare (ha) of irrigated land, that suffer from the most serious land degradation in the form of increased soil salinity and shallow ground water table. Crop yields in these areas are reported to have declined by 30% since 1991. These problems are caused by poor water management, deteriorating irrigation and drainage infrastructure, as well as by the policy environment that constrains production growth, and reduces incentives to invest in land improvement. A rural population of 1.4 million in the project districts, of which 26.7% is poor, is directly affected by the worsening land degradation, as agricultural land, the basic source for sustainable livelihood, is being seriously threatened by the lack of action to address this problem in a comprehensive manner. To help the Government halt and reverse land degradation, the Project will (i) develop and disseminate improved land reclamation practices adapted to local conditions; (ii) strengthen beneficiary institutions at central, provincial and community levels through participatory capacity building; and (iii) improve land and water management infrastructure to enhance water control and efficiency. The Project will also help, through agreed policy reform measures, to increase farmers' incentives to raise land productivity and invest in land improvements. Procurement
Goods
Goods and services will be procured in accordance with ADB's Guidelines for Procurement. Major contracts for equipment costing $1,000,000 equivalent or more will be awarded through ADB's international competitive bidding procedures, while contracts costing $1,000,000 and below will be awarded on the basis of international shopping procedures or local competitive bidding procedures. Direct purchase will be allowed for contracts valued at $100,000 equivalent or less. Civil works contracts estimated to cost more than $1.0 million will be carried out using the international competitive bidding procedures, while those valued at $1.0 million equivalent or less will be carried out using local competitive bidding procedures acceptable to ADB.
Services
The Project will provide 131 person-months (pm) of international and 857 pm of domestic consultants in the following areas: (i) institutional capacity building; (ii) land and water management technologies; (iii) design, procurement, and construction supervision; and (iv) project management, monitoring, and evaluation. The consulting services will be provided by an international consulting firm, in association with domestic consultants, or domestic consulting firm. The EA will engage the consultants in accordance with ADB's Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers using quality- and cost-based selection method under full technical proposals, and arrangements acceptable to ADB for the engagement of the domestic consultants.
